On October 8, 2026, Anthropic launched the Anthropic Cyber Mission. The program puts frontier Claude models and engineering support behind two hard problems: critical infrastructure defense and open-source security. For India and USA agencies that advise OT operators or ship software on shared libraries, this is not a press release to skim. It is a delivery signal.

This guide sticks to verified facts from Anthropic's announcement, the CVD dashboard as of October 2, 2026, and VentureBeat's reporting. You will get the numbers, the partner list, the PLC attack context, and a checklist you can run this week.

Anthropic Cyber Mission stats: 29439 findings, 6157 reported, 516 patched — Debugged Pro original diagram. CVD counts as of Oct 2, 2026 from Anthropic dashboard and VentureBeat.

What the Anthropic Cyber Mission actually launches

Anthropic frames the Anthropic Cyber Mission as a long-term commitment. It starts with two concrete tracks, not a vague promise.

Critical Infrastructure Defense Program (CIDP): frontier Claude models, on-site engineers, and threat research for trusted OT security providers.
OSS Scanner: free, opt-in periodic scans of enrolled open-source projects using Anthropic's strongest models.

Anthropic also merged Project Glasswing into an expanded Cyber Verification Program. That program gives more defenders access to capable models. The Cyber Mission adds engineering talent, tools, and funding on top of model access.

CVD numbers agencies should quote carefully

The coordinated vulnerability disclosure dashboard is the factual backbone for the open-source side. As of October 2, 2026, for findings discovered between November 1, 2025 and October 2, 2026:

29,439 findings discovered by Claude models
6,123 reviewed by outside security firms
5,674 confirmed valid (~92.7% true-positive rate on the reviewed set)
6,157 reported to maintainers across 591 OSS projects
5,103 acknowledged by maintainers
516 patched upstream, to Anthropic's knowledge
584 advisories counted as CVEs and GHSAs assigned

Of the 6,157 reported findings, 1,333 came through external triage. The other 4,824 went direct to maintainers and may include false positives. Anthropic is clear that "patched upstream" does not mean those patches are widely installed. Agency SOWs should track release and install as separate tasks.

Critical Infrastructure Defense Program partners

OT systems run for decades. Controllers and industrial networks often cannot go offline for a quick patch. Known bugs can sit for years. Anthropic says operators of every size rely on a small set of trusted providers. CIDP works through those providers.

Founding partners:

Accenture
Booz Allen
CrowdStrike
Deloitte
Dragos
Hitachi
Insane Cyber
Nozomi Networks
Palo Alto Networks
PwC
Rockwell Automation

Several partners are already using Claude to fix vulnerabilities and help customers do the same. Anthropic calls this a small cohort. Terms for model access and compute cost were not fully published at launch. Axios, cited by VentureBeat, noted that gap. Agencies should ask providers who pays and what clients receive.

Anthropic Cyber Mission two tracks: CIDP and OSS Scanner — Debugged Pro original diagram. Based on Anthropic Cyber Mission announcement, Oct 8, 2026.

Why water and wastewater OT is not abstract

On July 30, 2026, the FBI and EPA warned that water and wastewater utilities in at least seven US states reported attacks on internet-facing Rockwell Allen-Bradley MicroLogix 1100 and 1400 controllers since July 27. Effects included loss of pressure and flooding. The first recommendation was removing PLCs from direct internet exposure with secure gateways and firewalls.

Rockwell Automation is a CIDP founding partner. That does not magically harden every plant overnight. It does mean OT vendors and integrators now sit closer to frontier model tooling. For agencies in India and the USA, the near-term ask is still basic OT hygiene: no direct internet on PLCs, unique passwords, and access controls.

OSS Scanner: faster findings, higher maintainer load

Almost all commercial software depends on open source. Many projects are run by small volunteer teams. Under Project Glasswing, Anthropic scanned widely used projects, had humans triage many candidates, and reported through CVD.

OSS Scanner changes the pace. Enrolled projects get periodic free scans. Reports are model-generated and sent without human review. Each report can include a proof of concept, an explanation, and a suggested fix when one exists. Anthropic expects a true-positive rate above 90% and says accuracy will improve over time.

That design helps projects that can triage at scale. It also means some severity ratings will be wrong. Maintainers have already noted inflated severity or a mismatched threat model in some cases. Anthropic will keep human-verified disclosure for projects that need it.

What Anthropic says comes next for open source

Get findings to maintainers faster while keeping human CVD where needed.
Automate more triage and patching for projects that want it.
Research harder secure architectures and coding practices beyond one-off patches.

Anthropic funded groups behind widely used code, including the Python Software Foundation, Alpha-Omega and OpenSSF through the Linux Foundation, and the Apache Software Foundation. It also supports Akrites and Gold Eagle for coordinated report intake. The Defender Advantage Fund (0xDAF), launched in August, helps keep OSS Scanner free.

Policy context: AI Cyber Defense Act pilot

Rep. Josh Gottheimer's AI Cyber Defense Act would authorize $100 million for a CISA pilot from 2027 to 2031. If funded, it would give critical infrastructure operators free frontier-model access. That is not law yet. Agencies should treat it as a budget and advocacy signal, not a contracted benefit.

CrowdStrike's Adam Meyers told VentureBeat earlier that patching is the bottleneck. At ten times today's finding volume, many teams would be underwater. Gottheimer's point matches what agencies already hear from local clients: tokens are not free, and review staff are scarce.

What India and USA agencies should do this month

Clients will ask whether Anthropic Cyber Mission changes their roadmap. Give them actions, not slogans. Pair this brief with your AI security risk and compliance service so the conversation stays tied to delivery, not demos.

Six-step Anthropic Cyber Mission checklist

Check provider access. Ask your OT provider if it is one of the 11 founding partners. Ask what your organization actually receives and who pays for compute.
Remove PLC internet exposure. Work with OT teams to take controllers off direct internet paths. Follow FBI and EPA guidance even while AI tooling rolls out.
Track open-source dependencies. Map client SBOM entries to projects that may enroll in OSS Scanner. Watch advisories and upstream releases. Reports go to maintainers first, not to your client by default.
Verify fixes are installed. Separate "patched upstream" from "patched in our environment." Where OT windows take months, document stopgap controls.
Apply for model access directly. Provider seats do not pass Claude access to your agency. Security teams of any size can apply to the expanded Cyber Verification Program.
Budget review capacity. Finding volume grew faster than patch share in Anthropic's own dashboard snapshots. Plan people time, not only scanner seats.

How to brief clients without overselling AI defense

Anthropic is frank that critical infrastructure is hard to defend in ways AI cannot fix. Frontier models can help find and repair weaknesses before attackers cut power or make water unsafe. Fixes for OT may still wait for safe maintenance windows. In rare cases that wait can stretch for years.

Use that honesty in proposals. Promise discovery and triage speed where the tools fit. Do not promise instant patching of every controller. Tie SOW language to measurable outputs: scanned components, validated findings, remediation tickets, and install verification.

Sample talking points for India USA agency workshops

What changed: Anthropic now runs CIDP with 11 founding partners and a free OSS Scanner for enrolled projects.
What the numbers show: discovery is ahead of patch install. Plan for triage debt.
What to do Monday: PLC exposure review, dependency map, provider access call, Cyber Verification Program application if you do defensive work.
What not to claim: that model access alone equals operational resilience for water, power, or transport clients.
